A pupil can be on roll, in the building and named on every relevant support document and still not experience inclusion. The provision usually works. It works when the SENCO is available, the timetable runs smoothly and the familiar teaching assistant is in. Then there's a wet Tuesday morning. Two staff absent. The corridor already overloaded. And the pathway that looked clear on paper simply isn't reachable. Nobody decided to withdraw it. Nobody did anything wrong. It just stopped being available at the moment it was needed. I've been writing about what sits underneath that — the routines, language, decision rights and recovery pathways that determine whether a plan survives a bad morning, or only ever worked on the days that were already going well. I call it emotional infrastructure. It's the difference between support that exists and support a pupil can actually use.
